A NEW TYPE OF GRANT – LA FLEXIBLE FUNDING
Even if you don’t receive benefits or DWP allowances, there might be another route for you.
The sole source of ECO Grants is the HHCRO funding, accessible only to those on government benefits. However, in 2018, the Government allocated 25% of this funding to the “Local Authority Flexible Fund” (LA Flex). With the launch of Eco4 in August 2022, this allocation has increased to 50%, making £500 million of the £1 billion annual Eco4 funding available for LA flexible funding.

This isn’t local authority cash; the authorities set criteria to access these funds. Under Eco3, local authorities had more control, but Eco4 has standardized much of it, reducing variability across authorities.
Applying for LA Flex involves us submitting an application to the relevant Local Authority for compliance verification. If approved, we can draw down the funding.
Not all councils participate in ECO4 Flex, with participation decisions varying. Some councils might not join due to resource constraints, though they receive a fee for processing LA Flex applications, set by the council itself.
Do I Qualify for LA Flex?
LA Flex uses several flexible criteria for qualification, focusing on property energy ratings, occupant ages, and health. Benefits are not a requirement.
Qualifying Rules for LA Flex:
Route 1:
Households in EPC bands D to G with a gross income under £31,000 qualify, regardless of property size, composition, or region.
Route 2:
Proxy Targeting for households in bands E to G, meeting two of the following criteria (cannot combine Proxies 1 & 3):
Homes in certain low-income areas
Council Tax rebate recipients (based on low income)
Householders vulnerable to cold, as per NICE Guidance
Householders receiving free school meals
Households supported by a local authority scheme
Referrals from energy suppliers or Citizens Advice
Households identified through supplier debt data
Route 3:
NHS Referrals for low-income, vulnerable households with health conditions worsened by cold living conditions.
Route 4:
Bespoke Targeting by Local Authorities, pending Department for Business, Energy and Industrial Strategy (BEIS) approval.
Which Welsh Councils are Participating in ECO4 Flex?
All 22 Welsh Councils are listed, with indications of their participation status. Participation varies, with some councils actively engaged and others not due to various reasons, including resource limitations or policy choices.
Important Notes:
Specific routes, like Route 3, have been modified or have additional charges for processing.
Some councils limit LA Flex to specific conditions or have only one installer, affecting the variety and scope of work that can be done.
